Foreign Office, September 12, 1907. NEGOTIATIONS for Tien-tsin-Yangtsze Railway. Information has reached the Chinese Central Railways from Berlin to the effect that Cordes has telegraphed that the negotiations for the Tien-tsin-Yangtsze Railway have been suspended owing to the Chinese having protested against Mr. Bland resuming their conduct at this stage. The Germans seem inclined to favour compliance with the wishes of the Chinese, who urge that Mr. Hillier should continue to conduct negotiations on our side.
The Chinese Central Railways are anxious for an early reply, and would be very glad to have your opinion on the subject.
